To advise the Chief Executive on Hong Kong's long-term development needs and goals with particular reference to the direction and strategy of social, economic and political developments for Hong Kong;
To conduct reviews and studies on issues relevant to Hong Kong's long-term strategic development in a local, regional and global context, with a view to enhancing the international competitiveness and the socio-economic development of Hong Kong; and
To arrange focused discussions on specific strategic issues in aid of subsequent policy inception and formulation.
