Baseline Study on Hong Kong's Creative Industries

The Central Policy Unit (CPU) today (September 16) released the findings of a Baseline Study on Hong Kong's Creative Industries. The Study is the first attempt by the Hong Kong Special Administrative Region Government to define and map out the current state of creative industries in Hong Kong.

The year-long Study was commissioned by CPU and undertaken by the Centre for Cultural Policy Research of the University of Hong Kong. It covered eleven industrial sectors: namely, advertising; architecture; art, antiques & crafts; design; film & video; digital entertainment; music; performing arts; publishing; software & computing; and television & radio. It surveyed their economic values, size of employment, characteristics of the production chain, strengths and weaknesses, challenges ahead and the significance of the Mainland market.

Socio-economic impact of 24-hour operation of Boundary Control Points

At the request of the Government in October 2001, the Central Policy Unit embarked on a study on the socio-economic impact of 24-hour operation of Boundary Control Points. Marketing Decision Research Technology Limited and One Country Two Systems Research Institute Limited were commissioned to undertake specific studies on the subject. Study on Corporate Philanthropy in Hong Kong

The study on "The Role of Companies in the Development of a Vibrant Third Sector in Hong Kong"(RTF) (abridged report in English only) was commissioned by CPU and conducted by Golin/Harris Forrest in 2001.

CPU first discussed the subject of Third Sector development at the CPU public seminar held on 25 July 2000, at which overseas experts introduced foreign experiences to the local audience. The importance of the Third Sector was subsequently highlighted in the 2000 Policy Address of the Chief Executive. In the 2001 Policy Address, the Chief Executive further announced the establishment of the Community Investment and Inclusion Fund, which was designed to encourage the building up of social capital and the development of the Third Sector.

Against this backdrop, several bodies, in addition to CPU, have commissioned various studies relating to the Third Sector. They include Social Welfare Department's "Survey on Attitudes towards Corporate Volunteering" and "Survey on General Attitudes towards Volunteering" released in November 2001, as well as "A Study on Social Capital with regard to Giving, Volunteering and Participating" released by the Hong Kong Federation of Youth Groups on 24 January 2002. The CPU study complements the previous researches.

Major findings in our study include :

  • Total charitable contributions amount to about 0.2% of GDP in Hong Kong.
  • Corporate giving in Hong Kong accounts for about 10% of total giving.
  • Guesstimates based on various methods for calculation suggest that corporate giving in Hong Kong currently amounts to at least HK$1.4 billion and probably reaches about HK$2.6 billion.
  • Big companies give more. So do companies with large numbers of staff employed locally.
  • Small and medium sized enterprises give little in cash terms, but are potentially valuable givers in terms of staff volunteer activity.
  • Corporate giving among local companies is growing, especially since 1997 when more people and companies have come to regard Hong Kong as a long-term home.
  • Companies are most willing to give to causes linked with education, the environment, poverty/disabled/the aged, children, and with health and medicine.
  • Companies are least willing to give to causes linked with heritage, religion, culture and sports.

This document contains an overview of the Commission's thoughts on the issues that will impact on Hong Kong's development over the next 30 years as well as a recommended strategic framework to make Hong Kong Asia's World City, in addition to being a major city in China.
